According to the sledder site, the guys who fell in were skiers/boarders riding double up to get in some laps, which seems to be confirmed by the drone footage linked in the Bellingham Herald article....

Yep, sleds were used. Road is still covered all the way to 29 Pines (think it's about 12 miles to the summer trail head).
