The sound footprint video is pretty telling.
I'd like to see a comparison sound footprint of the motorcycle noise and a 12 year old Subaru with " I earn my turns" stickers on their roof box full of carpooling TAYers to be convinced its the motorcycles scaring away the wildlife.

Singling out motorcycle noise would be an insane, polarizing move reinforcing every stereotype people hold about "environmentalists." Fortunately, it seems that's just the angle of the story (and the impression it gives), not the approach of the NPS, which is generally looking at noise.
How the hell is the fact that the reporter rides a motorcycle (with a photo!!!) relevant to anything?

I can hear the motorcycles on 410 a 1/2 mile away, but not disturbing to me from my distance. But far more disturbing is the gunfire, more so in the National Forest lands in Greenwater area. You can be 5 miles away and hear that noise like they are 200 yards away. On any given day there is some rampant target shooting from all directions till the wee hours of the night. It's not just scaring the wildlife, but me from riding my bike or picking berries on trails and FS roads. Something really needs to be done about gunfire restrictions in non-hunting season areas. Sounds like a war zone out here!
Remember that day we were picking huckleberries with our significant others and there were a bunch of guys and gals with automatic rifles and shotguns having at it . The all stopped as we drove up and were standing there watching us park like something out of a post apocalyptic survivalist movie . Carol got out of the car and said " we come in peace" which still cracks me up even as I write this. We picked berries as they proceeded to unleash more ammunition for the next 2 hours. I agree, it's getting bad in Greenwater.

I sent a letter to my Congresswoman about my proposals. As much as I hate regulation, and I'm all for the 2nd amendment. But in the instances of gunfire and public safety we have to lower what is going on to the lowest possible micron of intelligence. We have residences with buckshot landing on their roof from across the highway!!
