With respect to government-owned resources, Yes.

If something is not expressly illegal, then it is allowed, and then it will occur.  There is no way that a diverse user group will self-police 100%.  Even negotiated agreements between user groups are doomed to at least partial failure unless there is a clear enforcement mechanism.

Further, if something is not expressly prohibited, it creates a cultural assumption that the activity is okay.  Witness the strong push back Lowell received for saying that, in his opinion, something currently not prohibited should not occur.  

Long ago, I came upon some petrified wood on BLM land.  I found out that I was allowed to collect up to 200 pounds of it without a permit.  I collected 198 pounds and shipped it home.  Now it's a bunch of doorstops in Kentucky instead of being in natural situ.  I'm not sure if that was a good thing to do or not, but it illustrates that at least some people, some of the time, will go all the way up to the legally  permissible boundary.  "Hey, it's allowed!"

I read with interest the linked thread about snomo riders self-policing, which is really laudable.  But the basis for that self-policing was the fact that the activity in question is illegal.  Without that, it would be a non-starter.

People don't know where riding boundaries are? Good thing I know so I can educate (even though I rarely ride snowmoes). Think my main intention is to go on a tour, not educate people. How about taking some responsibility and find out where it is legal to ride...just a thought..

So with all this discussion (a little digression), I was wondering what you suggest for a dependable general use snomoe? Have been thinking of getting one for years..I've heard Polaris is great--Ski doo not so. What do you think about four stroke..

Maybe this should be in a different place but you sound like a good tech source..
