FAA recommendation is 2000 feet AGL. I think 100 feet is below that.

Great perspective. As a paraglider pilot I wish we could launch from Wilderness areas. This is a ridiculous ruling as its a very low impact pastime, same as hiking, and we don't make any noise, except for some whooping and hollering! I also feel mountain biking, XC not downhill, should be allowed into some of these wilderness area although this ruling is a bit more impactful but there are certain Wilderness areas where this would be quite possible.
