How did the Brits do compared to the Yankees and Scandies?????
I doubt many Americans would pass the current British driving test.
This opinion of mine arises from taking advanced driving courses for motorcyclists
You're not one of those motorcyclists with the blinged out Gold Wing or be-chromed Harley Lamerider that rides in the left hand lane of the freeway at 1 mph below the speed limit so everyone frustrated to the point of passing you on the right can see the advanced motorcycle course penant on your radio anntena?
I hate them guys. And it's not very safe.

wrt snow tires that are also good in rain ... I'm tempted by the Nokian WRG2. They are marketed as an "all-weather" tire, which means they get severe snow service rating but are also usable year round. Basically a softer compound all-season, with snow tire siping. Reviews are generally good, especially for Subarus.
I had a set on my previous suby. expensive, not that great in snow, ok all season but wear very quickly. Snow performance by their second winter was only the same as an all season.
Honestly the cheap Bridge/Firestone Winterforce unstuddeds just kill it in the snow. Do great on wet winter freeways. I just put my winter wheels on a few weeks ago. The 360 degree freeway ramp I use everymorning is less slippy in the wet with them than OE all seasons. Typical rutted Seattle freeways with standing water they're far less likley to aquaplane and track straighter you can see how much more water they throw up.

IMHO, Americans in general are amongst the worst drivers in the world (I've traveled extensively in Europe and Africa, but not in Asia).
Having also traveled extensively throughout the world, I have to strongly disagree. Americans by no means are good drivers, and they are aggressive, inattentive, and rude -- especially if you compare them to a few select nations with particularly good drivers. Worldwide, however, they still rank near the top.
Western Europe stands out as having good drivers, with a few exceptions (Italy comes to mind, although it depends where in Italy you are). Africa, the Middle East, and Asia are horrific, again with a few exceptions (Japan springs to mind).
The statistics verify this: Americans have orders of magnitude fewer accidents per mile than the world as a whole, landing just below (but very close to) Europe. International Accident Statistics Much more detailed statistics
I really hate to do exactly what you said Americans do and respond to a conflicting opinion with "Well, that's just your opinion," but you posted an opinion based on your observations, and I'd like to point out that only 14% of vehicle fatalities occur in "highly motorized countries" like America or the UK. Many nations in Africa suffer from over 50 times as many fatalities per vehicle than the United States, while America has nearly an identical rate as the UK or Japan.
I will concede America has a high accident rate per capita (although still nowhere near the highest, and lower than New Zealand). However, this statistic is less informative than accident rate per mile or per vehicle, because a much higher percentage of Americans own and operate vehicles than in any other large country, and on average they drive much further.

.. All Americans think they are born with perfect knowledge and seek out and only listen to whichever information confirms that personal knowledge.
That, and "all systems are perfectly engineered to obtain the results they get.."

No, I ride a BMW F650GS ... and I have never seen an "advanced motorcycle course penant [sic]", but then, again, I may not smoke what you smoke while driving :
