When persistent weak layers might exist decisionmaking is about acknowledging that they exist and not about the science of trying to predict their behavior. It is not about the science of snowpack evaluation (if it is science at all).
So, it's not about the science...
It has much more to do with the physics of the situation: How much snow would slide? What will happen if it does? Where on this slope is the snowpack under stress?
It's about the physics eh?
It's about stress concentration?

I tried the link you provided (FOAC Information Exchange). It comes up as a blank search form.
I typed "Garth" in the Name field and "Cannon Mountain" in the Location field, but came up with nothing.
Any tips on how to get to the information would be helpful. Seems like a great resource.
Also in defense of CookieMonsters comment although the delivery may appear snarky, I think the general gist, that well formulated wording provides useful information, is a good one.
Often I find myself weighing if a word leads to confusion or clarification, much like I weigh all the signs in the backcountry that are valuable to decision making.
