Should be the 1930s. The Sunrise hotel and access road opened in 1931. In "Wonderland: An Administrative History of Mt Rainier National Park" the author writes that hundreds of "housekeeping cabins" were built at Paradise and Sunrise for use by summer tourists during the Depression (p. 292).
