The new regulation expands an existing ban on pedestrians walking on the shoulder to both west and eastbound lanes. The original wintertime shoulder closures to pedestrians were instituted in 2001-2002 and only applied to one shoulder.

Back in the day, my family camped overnight on Mt Margaret. It snowed at least 2 feet overnight of heavy cascade concrete. I was young and I guess that is why it took us until past dark to ski back to the access road along side I-90. Since it was still over a mile back to the car, my father took off his overnight pack and quickly skied back to the car whilst we waited for a pick up. He came back along I-90 to pick us up in the well lighted chainup area. It was short ski from the snow covered access road to I-90. As we were stowing our packs in the back of the station wagon, a state patrol gave him a ticket for picking up hitchhikers.

Obviously it was not a safety issue since there was plenty of space off the road in the chain up area.

Today of course you can get an App for your iPhone to track the location of "the man" which might help you time the illegal pickup.

I remember that trip! -- I recall shin deep trailbreaking on the way up and 3-4 feet of new snow overnight and several sessons of digging out the tent during the night. Crotch deep trailbreaking (skis on!!!) on the descent -- it took us all day to wallow back down to the freeway. There was no sno-park plowing back then -- so the car was parked all the way back at Hyak, several miles away and it was already after dark. That state patrol officier must have been low on his quota for the month.
