Long wave radiation if it's clear should harden up the snow nicely. It's not always about temperature.... I'm sure the amateur meteorologists will correct me if i'm wrong which I frequently am.

You are correct. If it's clear the snow can freeze by radiative cooling regardless of temperature. It's weird how often people cast aspersions on any chance of the snow refreezing because of temperature. Empirical evidence from experience is the proof.

Statement from the NPS:

SPRING OPENING UPDATE - SUNRISE
Road crews have begun plowing Sunrise Road. As of this past weekend the plows have reached Sunrise Point and the road is on track to open as projected on June 28. Clearing the road is just the first step in spring opening operations at Sunrise. Once the buildings have been reached, power and water systems need to be turned on (a process that often involves digging through 10+ feet of snow to access the valves), pipes flushed and disinfected, water quality tested, buildings and staff housing opened and cleaned. Road signs, interpretive waysides, and visitor center exhibits removed for the winter will also need to be installed. Check back for further updates as spring opening operations continue! ~kl

I have biked this road several times before the gate is open. Call the park before you go. Weekends are usually ok. I rode it once without permission, ranger Jill came screaming up the road in her SUV, ragged on us for a half hour and wrote us warning tickets.
