Yep -- I find a bag of kitty litter and a snow shovel to be more generally useful for getting moving out of the parking lot. Chains to satisfy the WSP.

So, chains are useful for avoiding a citation and slowing your slide when struck
If you need chains, don't drive. Check!

Shovel + kitty litter-check. I got stuck once on Snoqualmie Ridge in 6" driving an Odessey. You do sometimes generate a particularly squishy, slidey type of snow at low elev. Drive on it and it turns into wet ice.
I've also experienced the mountain pass black ice. I was stuck heading east behind a sander that was spinning it's wheels at the Snoq west exit. A few minutes later, this happened in the West bound lane to 40+ vehicals.
