The underside of the wooden bridges in Ravenna Park also work quite nicely.

When I took a CR rescue course at Shasta several years ago, I found it a lot to digest in the Alpine environment, particularly as a bc skier w/o a climbing background and limited rope skills. I went away quite confused. My point is later some friends and I went to a gym and launched a rope over a beam in the roof. It was great because we had worst case scenario free hanger and we could practice in shorts and with warm hands, lay out all our gear and get a handle on all the pulleys systems and different scenarios in a friendly environment where I could actually learn some skills & practice over and over. No replacement for practice in a crevasse with skis, pack and elements, but when I went back to the snow and ice I had the basics down and at least understood more. Doesn't answer your question about a place to practice at Snoq--and preaching to the choir for the experienced, but just wanted to throw my 2 cents in for the newbs like me.

Check out the climbing area at Camp Long off of 35th in West Seattle. If I remember right they have a cement glacier that would make for a perfect practice area.
