Please pardon the thread drift.
This really happened?
I must have missed that TR...
Carry on.

If my "nemesis" the gloriously incompetent NPS can give you a ticket for building a snow kicker at Chinook Pass, you'd probably get life in prison for building an igloo.

Thread drift, but yes last spring a TAYer was not ticketed but was told by a NPS Ranger that building a kicker at Chinook pass was not allowed! Search the TR's for last spring and you will find it.
Now back to huts, this is an interesting thread.

There are 2 outfitters working in the Wallowa mountains.
Wing Ridge
Wallowa Alpine Huts
These guys have huts in or near the Wilderness.

I think that igloo idea is pretty darn creative, but I just don't think an igloo could make it through a 3-day pinapple express with 9,000+ FL and inches upon inches of wind-driven rain. Sadly, it's practically guaranteed that we'll have a few of those every year.
However, I think something like that could be super cool in between warming events.

I've been to the Wallowa Alpine Huts and the name is a misnomer as they are actually yurts that they put up in the winter months. Very cool set up.
I think the Wing Ridge Hut is a very old miner's or hunters cabin that was grandfathered in but I could be wrong on that one.
