I've been using a pair of Bakers as my go to ski for a couple of years now, both touring and lift served.  I really like them in all conditions.  I ski a 181 and at 6' and just under 200 lbs find that just right.

I started out about ten years ago, fully converting to a Rondonee set up.  I have been using Silvretta bindings ever since. I have three different set ups, two with Silveretta Easy Go's, 1 with Freschi (I got a very good deal on the Frischis, other wise I find them a little heavy and I feel that the silveretta bindings tour better)  You may hear concerns about the carbon rails, I have beat the heck out of them.  Ski patroled one season with em, no problems.  My first season I used my regular down hill boots.  At the end of the ski season I picked up a pair of Nordica TR 12 Lights for a steal.  I have never been sad with them.
Here is a link to a VERY good deal I saw today on TAY,

This would get you going, the only thing I would add is a set of ski brakes.

Almost forgot to mention, I too agree with getting boots with the Dynafit compatability. When you start going on long multi day trips, it is nice to have as much weight trimmed off under feet as possible.

Spend the money on a good fitting boot, it is a drag to have your feet killing you on a trip. I made the mistake once, ended up hiking out 6 miles in liners because the boots where such a poor fit.

171's are too short for you in powder conditions.

You can ski anything with any gear in a day, but once you start touring day after day weight suddenly becomes everything.

Tight budget is a problem if you are looking to gear up for touring.

If you liked the Shamans, you might want to look for a deal on them.  Throw out the old rules re pow ski length because Shamans are designed as short skis.  173 Shamans (longest Icelantic made at the time) are my deep wet powder/bottomless unconsolidated mank skis and I outweigh OP by 90 lbs.  Shamans are remarkably easy and fun to turn in nasty deep PNW snow.

Dynafit bindings, for sure, when you can afford them.
