That beacon should be used for practice only--there is some debate on the subject but the general consensus is retire after 10 years... or at least it should come with that disclaimer. 

$450 is pretty steep for 10 year old boots, might want to try ebay.

Skis + bindings + skins--$350 would be a good starting point.
