The "mean" snow level is where the winter snowline approximately sits and although I'm more a side-lines observer of weather / snow science, believe that this seasons snowfall seems to (and may continue to) be accumulating at higher elevation. Looking at projected weather for the next week, low snow levels aren't there. Yeah, it's still only early January and a lot could go right but thinking about whether the oft mentioned 20 year cycle is in play? And if there's any credence, what did the last cycle look like for mean snow level?. Ultimately, we could get a good snow pack by end of March but will it be at normal depth at Snoqualmie pass, Stevens, or Blewett summit? Some normally difficult or impassable access roads may be snow free most of the winter. I'm going to watch this with interest.

I'm aware of this, forgot the term. I'm down in the Central Sierra. Our snowline is 7,000 ft on the eastern slopes. I don't know if the west slopes are this elevation, as the storms generally arrive there first. And the east slopes have more vertical relief.
