I had the same problem with finding snow-less backpacking destinations over Independence Day weekend (not that I'm complaining!). I settled on Baker Lake because of its low elevation and relative proximity to the Seattle area. It's only 11-12 miles long total if you hike all the way to Sulfur Creek, but it's one of the most stunningly beautiful hikes I've been on. There are several nice camp sites along the route (all of which are on the map of the North Cascades) which follows the lake shore pretty much the whole way. It doesn't offer sprawling vistas from elevation but you do get some excellent views of Baker and Shuksan.
There is some good fishing from what I've heard and there was only one other backpacking entourage sharing the trail with us.
This hike is highly recommended for a one or two-night excursion, and possibly three if you kick it by the lake for a little longer.

You could try out the Sawtooths out of Twisp. Much thinner snowpack should be mostly melted out by now. I would check out trip reports first to confirm.
