You need to use the IMG address that ends in a picture format, like .jpeg or similar:
Right-click on the picture and select "copy image location", that should do it. Right-clicking on your Picasa pic gave me this:
lh6.googleusercontent.com/-lpRLlHI7q0Q/T...j4/s640/IMGP0108.JPG
Which I then put into the IMG tags you used in your first post.

I, too, have had issues replying to existing posts and including a pic like this one of Randy's dog from our June Fortune Peak tour.
The "IMG" tag works:
The "Thumbnail" tag results in this missing file icon:
Per these instructions, I was led to believe the IMG tag is disabled when replying to existing posts:
Subsequent posts in a thread (replies):
Full-sized photos: none allowed
Thumbnail photos (via thumbnail tag): maximum of 3

Yeah, this is one of my projects and has been for a while -- the perils of limited time. I hope to get the official photo policy revised so it's more clear and I know that it's anything BUT clear right now.
So -- the thumbnail script hasn't worked for a while and I lack the technical knowledge to fix it. I've had offers to help (thank you) but even coordinating that is somewhat beyond my available time. I'd love to get that working, because there are lots of archived trip reports that use it and it's a great way to add extra pictures without using a ton of screen real estate.
As I've said in other posts recently, the limits in the Photo Posting Guidelines are out of date. There's no 3 picture limit, I'd just encourage folks to cherry pic their best shots and not dump the entire memory card into a TR. That's going to be subjective, but I'm okay with that.
The IMG tag isn't disabled in any post, feel free to use it. It's the most flexible way of adding pictures by far, since you can include URL links to the original and set the IMG at a fixed height or width with (IMG height=400) or similar, subbing brackets for the parentheses.
Anyway, sorry for the confusion -- I know it needs some attention. Hopefully I can get it straightened out by this fall.
