Howard Sheckter, who does weather as a hobby near Mammoth says this yesterday:
Outlook:

A strengthing MJO in the Maritime’s is developing rapidly. However, given its location, it will most likely ridge us up for a while giving us a nice break the second half of next week with some warm weather! This is based upon MJO US composites for both Precip and Temps climatically adjusted for this time of the year, and most of all, the MJOs location in phases 4/5.

What the global models show, is initially a dryer-breezy NW flow pattern early next week, then ridging by the middle of next week. (April Fools?)

So, for you meteorologists out there, what does this mean? I guess I can google MJO, but what I'm wondering is how does this translate into longer term West Coast weather?

must be why NOAA feels the next couple of weeks finally frees us from the colder than usual temps, although dampness is likely to persist .  What catches my attention is the largest drought zone forecast I've seen in a long time - the entire southern US is expected to be increasingly dry , and troublesomely so.  But happily, the decade long Great Basin drought of the eastern Sierra is now history.

Although I've no real clue what effect the MJO will have, I did find this from the Climate Prediction Center:

THE TEMPERATURE OUTLOOK FOR APRIL 2011 INDICATES INCREASED CHANCES OF BELOW AVERAGE MEAN TEMPERATURES FOR NORTHERN CALIFORNIA, THE PACIFIC NORTHWEST, AND ACROSS THE NORTHERN ROCKIES TO THE CENTRAL AND NORTHERN GREAT PLAINS. THERE ARE ENHANCED ODDS OF BELOW NORMAL MEAN TEMPERATURES ALSO OVER SOUTHERN ALASKA. ABOVE NORMAL TEMPERATURES ARE LIKELY FOR SECTIONS OF NORTHERN ALASKA. INCREASED CHANCES FOR ABOVE NORMAL TEMPERATURES ARE PREDICTED FROM THE SOUTHWEST THROUGH
THE SOUTHERN GREAT PLAINS.

THE PRECIPITATION OUTLOOK FOR APRIL 2011 INDICATES INCREASED CHANCES OF ABOVE MEDIAN PRECIPITATION IN NORTHERN CALIFORNIA, THE PACIFIC NORTHWEST, THE NORTHERN ROCKIES, THE NORTHERN GREAT PLAINS, GREAT LAKES SOUTHWARD TO THE OHIO AND TENNESSEE VALLEYS. BELOW MEDIAN PRECIPITATION IS PREDICTED TO BE MOST LIKELY OVER INTERIOR SECTIONS OF THE SOUTHWEST, THE SOUTHERN AND CENTRAL
ROCKIES, SECTIONS OF THE CENTRAL GREAT PLAINS, AND SECTIONS OF THE SOUTHEAST. THE SOUTHERN COAST OF ALASKA AND THE ALASKAN PANHANDLE ARE ALSO INDICATED TO HAVE INCREASED CHANCES OF BELOW MEDIAN PRECIPITATION.

This is sceduled to be updated again on March 31.
