I've sometimes kinda wondered about this too.

Always had a weird hunch it was supposed to be Ullr ... a Google Images search for Ullr doesn't turn up anything resembling it, but still ...

I think it's taken from a photo of a long skier's shadow, minus the skis on the snow...
