Edit: Actually, it says equal chances on precipitation and below normal temperatures. Sounds good to me. Drought summary states "improvement" over the PNW. Sounds good to me too.

I'll take our below normal snowpack with a snow preserving 3-month climate over anyone else's spring any year.
