Parking @ North Cascades

Do you need a NW Forest pass or Snowpark permit to park at the Blue Lake / Liberty Bell pull out?

I've never seen the Northwest Forest Pass enforced along the highway in the spring. My experience has been that you don't need one until the snow melts away from the trailheads.
