Check your national forest website, for example:
www.fs.fed.us/gpnf/recreation/winter/snowmobiles.shtml
www.fs.fed.us/gpnf/recreation/winter/doc...lesnoparkmap_001.pdf
or call and ask specific questions (ask for an LEO = best route for definitive answers). In general forest services roads can be used by the same vehicles that can be used on state roads; the vehicles must be licensed, have full lighting, turn signals, etc. OHV not meeting these standards can be used in designated areas. Be careful, because some roads are closed to vehicles to protect wildlife, some limited to handicapped OHV users, and some, apparently, are open to snowmobiles when closed because they are not plowed.
Now, in my area, snowmobilers do exactly as they like cuz the FS doesn't have the capacity to enforce the laws, so don't judge legality by what is being done (or being assumed by those doing it).

Thanks for the reply. In general, I am interested in those roads that are not plowed in winter and have no other designated uses or closures.

The Packwood area is popular - although I'm not sure about specific roads.
