Where's All The New Snow??

I have a question for the weather Gurus out there: How come when we have this current weather pattern of jet stream/on-shore flow pointed right at us from west/north-west and cold temps do we sometimes, like now, get almost no mountain snow, just clouds? Even the convergent zone seems dead. Is it only tightly wound up Low Pressure systems that bring in significant moisture? Over the years I find myself paying more attention to weather subtleties and trying to learn more, but find myself more confused. Teach me please; or at least give me some hope!

Apparently, it's in New England. The one year I'm not headed home for Xmas it decides to dump there instead of here. Rats.

northwest flow is invariably dry as far as i have seen (which is what we have now). the reason as i understand it is that, given the counter-clockwise motion of systems in our hemisphere, the nw flow sucks in dry and cold air from the interior of alaska. apparently it creates good surfing conditions on the strait though!

Surfing has been better choice many times over the past two months.
